Storyline : New Year’s Eve in Baltimore. People are partying on the streets, in the bars and at lofty heights on the rooftops. Suddenly all hell breaks loose. Everything ends in boundless panic. From a high-rise building in the middle of the city, a sniper kills numerous people from ambush. Terror alert. Various US authorities, including the FBI, are hunting the sniper. On the ground at the base, policewoman Eleanor Falco (Shailene Woodley), whose application was rejected by the FBI, investigates. Her boss Lammark (Ben Mendelsohn) firmly believes in her talent, but is himself put under pressure to succeed by the FBI and politicians. The attempt to use the media to put pressure on the perpetrator fails. Instead, there is another, this time unplanned, bloodbath in a mall.
